The HHC? A staggering cannabinoid, according to the ANSM…
The National Agency for Health and Medicine Safety (ANSM), had HHC in its crosshairs for several months. It must be said that this synthetic cannabinoid has a structure similar to THC, the main psychotropic, euphoric and addictive substance in cannabis.
For the ANSM, HHC clearly presents a risk of abuse and dependence. Its psychotropic effects range from altered perception to hallucinations, disorientation and episodes of intense anxiety. , even attacks of paranoia. Like recreational cannabis, HHC can therefore lead to very unpleasant, even traumatic experiences, such as “bad trips” and discomfort.
On May 15, 2023, Minister of Health François Braun had already announced the imminent ban on HHC. At the time, the ANSM had already recommended against its use, but without formally prohibiting it. The ax therefore fell on June 13, 2023 while the HHC flowed massively in France, especially in Île-de-France.
Consumption and sale of HHC: heavy sanctions are planned
In France, the sanctions on recreational cannabis containing THC and synthetic cannabis such as HHC are now the same. These substances are both classified as narcotics and are therefore subject to strict laws against drug trafficking.
According to Article 222-37 of the Penal Code, “transport, detention, offer, transfer, acquisition or use illicit narcotics are punishable by ten years of imprisonment and a fine of 7,500,000 euros”.
Article L3421-1 of the Public Health Code specifies that “illicit use of one of the substances or plants classified as narcotics is punishable by one year of imprisonment and 3,750 euros fine ”.
A fixed fine of 200 euros is provided for the use of narcotics, which can be reduced to 150 euros or increased to 450 euros in order to close public action*, i.e. -mean ending the criminal proceedings initiated by the State against the person concerned for the offense.
In other words, once the fixed fine has been paid by the person accused of drug use, the State no longer pursues the case in court.
Other countries ban HHC
France is not alone in its decision to ban HHC. Indeed, several other European countries have also taken measures to stop the sale and consumption of this synthetic cannabis. These include Denmark, Austria, Belgium and the United Kingdom.
